The following is a summary of the House Committee Substitute for HB 467.

Currently, Tier I sexual offenses include child molestation in the second degree under Section 566.098, RSMo, as it existed prior to January 1, 2017, if the punishment is less than one year. This bill changes the provision to include the offense if it is a misdemeanor.

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that this addresses people who have been left off the tier list for the sexual offender registry. This addresses the people who were sentenced to exactly one year because there is nowhere on the tier system to go and that means they automatically go to tier III, which is the tier typically reserved for the worst offenders.

Testifying for the bill were Representative Dinkins; Missouri Association Of Prosecuting Attorneys; Missouri Office Of Prosecution Services; and Arnie C. Dienoff.

OPPONENTS: There was no opposition voiced to the committee.
