The following is a summary of the House Committee Substitute for HB 378.

This bill requires an animal-drawn vehicle to display two flashing lights between the hours of half an hour before sunset and half an hour after sunrise and also maintain of reflective material on the front of the vehicle.

This bill is the same as HB 1745 (2020).

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say that slow moving animal drawn vehicles are a danger to themselves and drivers if they can not be seen by motor vehicles on the roadways. This bill would require additional reflective material on the front of the vehicle so oncoming traffic can better see the vehicle.

Testifying for the bill was Representative Kelley.

OPPONENTS: There was no opposition voiced to the committee.
