COMMITTEE ACTION: Voted "Do Pass by Consent" by the Standing
Committee on Professional Registration and Licensing by a vote of
11 to 0. Voted "Do Pass- Consent" by the Standing Committee on
Consent and House Procedure by a vote of 9 to 0.
This bill prohibits the Division of Professional Registration from
requiring a license if a person engages solely in shampooing under
the supervision of a licensed barber or cosmetologist.
This bill is similar to HB 1758 (2020) and HB 349 (2019).
PROPONENTS: Supporters say that this bill reduces barriers on
people entering the workforce. It will allow individuals to work
in a salon while deciding if they want to pursue becoming a
cosmetologist. Shampooing hair may help them to decided before
investing time and money into cosmetology school. Supporters
stress that the changes in this bill will have no negative effects
on cosmetologists.
