HB 249 -- AIM ZONES

SPONSOR: Ruth

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Economic Development by a vote of 8 to 0. Voted "Do Pass" by the Standing Committee on Rules- Legislative Oversight by a vote of 9 to 0.

Currently, no Advanced Industrial Manufacturing (AIM) Zone may be established after August 28, 2023. This bill extends the date to August 28, 2031.

This bill is similar to HB 2334 (2020).

PROPONENTS: Supporters say that AIM Zones assist port authorities, attract business, and assist in infrastructure development. Supporters claim that the implementation of the creation of AIM Zones took more time than expected, and the time by which zones must be established should be moved considering that factor. Supporters say that moving this date now would help provide certainty to businesses and ports.

Testifying for the bill were Representative Ruth; Kansas City Port Authority; South Kansas City Chamber of Commerce; Missouri Port Authorities Association; Greater Kansas City Chamber of Commerce; and Missouri Chamber Of Commerce.

OPPONENTS: There was no opposition voiced to the committee.
