HCS HB 66 -- AIRCRAFT TAXATION

The following is a summary of the House Committee Substitute for HB 66.

This bill increases the number of hours of operation per year a noncommercial aircraft at least 25 years old can fly from less than 50 hours to less than 200 hours in order to be assessed and valued at 5% of the aircraft's true value for property tax purposes.

This bill is the similar to HB 1284 (2020) and HB 1205 (2019).

The following is a summary of the public testimony from the committee hearing. The testimony was based on the introduced version of the bill.

PROPONENTS: Supporters say pilots can accumulate hours quickly on these aircraft especially considering that hours start being counted when the aircraft is started and running, not while it is actually operated. It is very easy to have more than 50 hours and this places a new valuation on the aircraft. Additionally, increasing the amount of hours would increase the amount of fuel and fuel taxes collected in the state, and would lead to more aircraft being stored in the state which would increase property tax collections.

Testifying for the bill were Representative Pike; John Stephen Hadley, National Business Aviation Association; Melissa Cooper, Missouri Airport Managers Association; and Missouri State Aviation Council.

OPPONENTS: There was no opposition voiced to the committee.
