The following is a summary of the House Committee Substitute for HB 104.

This bill allows the use of electronic payment systems, such as credit and debit cards by specified committees provided that expenditures are paid through the official depository account.

Credit card statements and records which provide a written record of all transactions shall be maintained by the treasurer or person responsible for record keeping for the committee. Records are available for inspection by the Missouri ethics commission. Expenditure reports under Section 130.041 shall include the total of expenditures made by electronic methods.

PROPONENTS: Supporters say that the bill will facilitate current practices and ensure prompt payment of staff or businesses in an efficient manner while maintaining record keeping requirements.

OPPONENTS: There was no opposition voiced to the committee.

OTHERS: Others testifying on the bill say it updates current practice and clarifies that the use of credit and debit cards is permissible. Record keeping requirements are maintained. The bill should be able to be implemented without a fiscal note.
