ELIGIBILITY DETERMINATIONS (Section 208.147, RSMo)

This bill requires the Family Support Division within the Department of Social Services to follow the federal eligibility redetermination and renewal process when conducting annual eligibility verification. The federal process says that the Division may make a redetermination of eligibility without requiring new information from the individual, if possible.

This provision is the same as HB 2439 (2020).

CONTINUOUS HEALTH COVERAGE FOR CHILDREN (Section 208.151)

This bill allows a child who was eligible for MO HealthNet benefits to remain eligible for benefits for 12 months after enrollment, unless the child has moved out of state or has turned 19.

This provision is the same as HB 1670 (2020).

HEALTH COVERAGE FOR CHILDREN (Section 208.646)

This bill removes the 30 day waiting period after enrollment for uninsured children applying for MO HealthNet coverage under the CHIP program.

Currently, if a parent with an income of more than 225% of the federal poverty level fails to make any required co-payment or premium requirement while receiving coverage for a child, then the child will not be eligible for MO HealthNet coverage for 90 days. This bill allows a parent to fail to make three separate co- payments or three consecutive premium payments before ineligibility.

This provision is the same as HB 1272 (2020).

ELIGIBILITY FOR SHOW-ME HEALTHY BABIES PROGRAM (Section 208.662)

This bill allows a child up to one year of age to be eligible for the Show-Me Healthy Babies Program, even if the child or mother was not enrolled before the birth of the child. As with unborn children, there will be no waiting period for a child under one year of age to be enrolled in the program, and the Department of Social Services must develop a presumptive eligibility procedure.

The bill requires that coverage is provided for an unborn child or a child up to one year of age for services provided in the three months before an application was submitted, as required under federal law.

The Department is required to provide information about the Show-Me Healthy Babies program to nurse home visiting programs, parents as teachers program, and other similar programs.

This provision is the same as HB 1672 (2020).
