This bill establishes a "Text-to-Donate" pilot program in certain cities, which requires those cities to create a fund to reduce homelessness to which donations can be made via text message to a telephone number provided by the city. The General Assembly will make a one time appropriation to fund advertising and signage about the new fund.
Currently, this program applies to Kansas City and St. Louis.
This bill is similar to SB 152 (2019) and SB 544 (2020).
