HB 2332 -- CLEMENCY

This bill requires the Board of Probation and Parole to thoroughly review the case histories and prison records of certain offenders serving more than 30 years in prison, including offenders serving a sentence of life without the possibility of parole, that have no prior conviction for a dangerous felony, have served at least 30 years, and have exhausted all such offender's appeals in both state and federal court. The board must complete the reviews within 60 days of August 28, 2020 and every three years thereafter. Within four months of each review, the bill requires the board to provide a report to the Governor and such offender with a recommendation to either grant or deny executive clemency.
