HB 2075 -- ETHICS

This bill modifies provisions relating to ethics. In its main provisions, the bill:

(1) Creates a two year ban on lobbying or soliciting clients for members of the General Assembly and employees of the General Assembly. The two year period begins after the regular session in which an individual was employed or served in office;

(2) Members and employees of the General Assembly are prohibited from accepting any gift valued at more than $5 per day from a lobbyist or lobbyist principal. There is a prohibition on bundling gifts as specified in the bill and exceptions for family members;

(3) Expands an exception to the definition of expenditures to encompass transfers to a person related within the fourth degree of consanguinity or affinity; and

(4) Prohibits political fundraising activities or events on all types of property owned, leased, or controlled by the state of Missouri or any agency or division. A violation is punishable by imprisonment of up to one year and a fine of $1000 or both such fine and imprisonment. Restitution of three times an illegal contribution may also be required.

This bill is the same as HB 1050 (2019).
