This bill creates the "End Dark Money Act" and requires any individual, committee, and group supporting or opposing any ballot measure to disclose the original source of contributions and intermediaries through which donations pass when donations are used for election purposes. An individual shall disclose to the committee or group that they donate to and any group or committee shall provide the information to the Missouri Ethics Commission in existing campaign finance disclosure reports. There is an exception for a donor who specifically restricts the use of their donation to non-election purposes.
This bill is the same as HB 1026 (2019).
