The bill requires the Department of Social Services to establish the "Missouri Care Plan" within MO HealthNet. The Missouri Care Plan would make health coverage available for purchase to any person who is not otherwise eligible for MO HealthNet. The coverage provided will be the same as the coverage provided to MO HealthNet participants who do not participate in a MO HealthNet Managed Care program. The department will apply to the federal government for any necessary waiver to allow a person who is eligible for advance payments of the premium tax credit or federal cost-sharing reductions, if available to use such credits and reductions to purchase coverage through the Missouri Care Plan.
This bill is the same as HB 187 (2019) and HB 1603 (2018).
