HB 1938 -- OPEN PRIMARIES WITHOUT POLITICAL PARTY AFFILIATION

This bill creates a system of open primary elections in which candidates of any political party or independents may run for office at the same time on the primary ballot. After the primary election, the two candidates with the highest vote totals may proceed to the general election.
