HB 1813 -- TERRORIST OFFENDER REGISTRY

This bill establishes a "Terrorist Offender Registry". Registration requirements on the Terrorist Offender Registry are lifetime requirements, excluding specified exceptions.

For processing an initial terrorist offender registration, a fee of up to $10, and an additional $5 fee for changes made to the registration may be charged. Any person to whom registration requirements apply who is paroled, discharged, or otherwise released shall, prior to such release or discharge, be informed of the possible duty to register as provided in the bill.

The bill also specifies when a court may grant relief to a registrant, and it specifies what shall be included on the offender registration form to be developed by the State Highway Patrol. Any person required to register under the provisions of this bill shall, not later than three business days after each change, appear in person to the chief law enforcement officer of the county or city not within a county and inform such officer of any change of name, residence, employment, or student status. The chief law enforcement officer shall forward the changes to the State Highway Patrol within three business days.

A person commits the offense of failing to register as a terrorist offender if the person is required to register and fails to comply with the requirements. Failing to register as a terrorist offender is a class E felony. The third violation of this offense is a class A felony.
