This bill prohibits representatives from requesting, or any legislative employee from drafting, any legislation in the form of an act or joint resolution that expands or creates a new duty, mandate, or requirement, for public schools unless it is accompanied with a provision reducing or eliminating an existing duty, mandate, or requirement for public schools.
