The following is a summary of the House Committee Substitute for HB
1682.
This bill prohibits the use of vapor products, as defined in
Section 407.925, RSMo, in any indoor area of a public school or
school bus. The bill allows a school board to adopt additional
policies relating to vapor product, and removes the penalty
language from the current statute.
The following is a summary of the public testimony from the
committee hearing. The testimony was based on the introduced
version of the bill.
PROPONENTS: Supporters say that there has been a marked increase
in the number of students that have been caught vaping in schools
and this bill would send a strong message that this vaping is
harmful to student health and potentially dangerous. Testimony was
provided by students that have been directly impacted by vaping of
their peers.
Testifying for the bill were Representative Wood; Kyrstin Thurman;
Justin Hamrick; BJC Healthcare; Cox Healthcare; Missouri State
Medical Association; School Administrators Association; and
Missouri School Board Association.
OPPONENTS: There was no opposition voiced to the committee.
