This bill requires the Secretary of State to allow public
inspection of the original rolls of laws passed by the General
Assembly. The Constitution of Missouri shall be made available in
print and online.
This bill is similar to HB 408 (2019).
The following is a summary of the public testimony from the
committee hearing. The testimony was based on the introduced
version of the bill.
PROPONENTS: Supporters say that the bill will allow public access
to digital files which may be searched and improve the process for
storage of records. It will also allow public access and review of
the lawmaking process. Reducing the number of required printed
copies of the Missouri Constitution to a reasonable amount, based
on demand, will save the state money and reduce waste.
Testifying for the bill were Representative Kelly and Jay Ashcroft,
Missouri Secretary of State.
OPPONENTS: There was no opposition voiced to the committee.
OTHERS: There was no one testifying on the bill.
