HB 1423 -- HIGHER EDUCATION TUITION

This bill specifies that public institutions of higher education shall deem an individual a Missouri resident if he or she graduated from a high school in Missouri and attended school in Missouri for at least two years before graduating high school. If the individual is not a citizen or a permanent resident of the United States, he or she must also provide the institution with an affidavit stating that he or she will file an application to become a permanent resident of the United States when eligible. Institutions are prohibited from denying admission to a student based on immigration status if the student satisfies those three requirements.

The bill also repeals provisions of law prohibiting students who are unlawfully present in the United States from receiving postsecondary education public benefits.

This bill is the same as HB 2626 (2018) and HB 46 (2019).
