HCS HB 487 -- ORAL CONTRACEPTIVES

SPONSOR: Solon

COMMITTEE ACTION: Voted "Do Pass with HCS" by the Standing Committee on Children and Families by a vote of 11 to 2. Voted "Do Pass" by the Standing Committee on Rules- Administrative Oversight by a vote of 9 to 0.

This bill allows a pharmacist to dispense self-administered oral hormonal contraceptives to a patient who is 18 years old or older. The patient will need to have a prescription from a health care practitioner but it shall have no expiration date.

The Board of Pharmacy and the Board of Registration for the Healing Arts must jointly promulgate rules that will require a pharmacist to complete training on dispensing oral contraceptives, to provide a self-screening risk assessment to a patient, to refer the patient to a health care practitioner, to provide the patient with a written record or the prescription, and to dispense the oral contraceptive as soon as practicable.

This bill is similar to HB 1498 (2018) and HB 233 (2017).

PROPONENTS: Supporters say that birth control is one of the safest drugs on the market, but also one of the hardest to get, causing women to overcome significant obstacles to stay healthy and prevent pregnancy. This is a pro-life bill with no opposition.

Testifying for the bill were Representative Solon; Blue Cross & Blue Shield of Kansas City, Missouri; Missouri Family Health Council; and the Missouri Pharmacy Association.

OPPONENTS: There was no opposition voiced to the committee.
