This bill states that if a health care provider reports a mother or child, within eight hours of birth, testing positive for alcohol, controlled substances, or other drugs, as specified in the bill, to the Children's Division, then the Children's Division must submit a referral to the Juvenile Office as soon as reasonably possible.
