HB 2026 -- SEPARATION OF OFFENDERS

SPONSOR: Wilson

COMMITTEE ACTION: Voted "Do Pass" by the Standing Committee on Corrections and Public Institutions by a vote of 9 to 0. Voted "Do Pass" by the Rules- Legislative Oversight Committee by a vote of 11 to 0.

This bill specifies that any individual on probation or parole may be housed in a jail with offenders or persons being held on criminal charges.

PROPONENTS: Supporters say that this language clears up a legal question about people being held on probation and parole violations. This legislation is necessary because, without it, facilities would be forced to house all probation and parole offenders with civil offenders or they would need to significantly increase their budgets to get additional housing to house probation and parole offenders.

Testifying for the bill were Representative Wilson; Erik Holland, Platte County Sheriff's Office; Paul Vescovo, Clay County Sheriff; Wayne Winn, Scotland County Sheriff's Office; Amy Fite, Missouri Association of Prosecuting Attorneys; Doug Bounous, Lawrence County Sheriff's Office; Missouri Police Chiefs Association; Mike Neal, Howard Co. Sheriff; and Andy Sides, Jefferson County Sheriff's Office.

OPPONENTS: There was no opposition voiced to the committee.
