FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Revenue (DOR) assume the proposed language instructs all agencies to remove the term "Oriental" as it refers to persons of Asian, Pacific Islander, or Native Hawaiian descent from all applications, forms, rules, and other literature by January 1, 2020.
To implement the proposed instruction, the Department would be required to:
- Draft and review changes to the Missouri driver guide - Bosnian translation (online version). - Draft and review changes to procedure IPDL II-176.
Administrative Impact
FY 2019- Driver License Bureau Management Analysis Spec II 15 hrs x $20.57 hr = $309 Revenue Manager Band I - 10 hrs x $25.05 hr = $251 Total = $560
FY 2019 - Personnel Services Bureau Administrative Analyst III 15 hrs x $19.43 = $291 0Management Analysis Spec I 10 hrs x $18.42 = $184 Total = $475

The Department assumes it will be able to absorb the above listed costs. If multiple bills pass which require Department resources and updates, the Department could request additional FTE's and related equipment and expenses through the appropriation process.
Officials from the Attorney General’s Office (AGO) assume any potential cost arising from this proposal can be absorbed with existing resources. AGO may seek additional appropriations if the proposal results in a significant increase in cases.
Officials from the Missouri Department of Conservation (MDC) estimates the proposed legislation could potentially have a negative fiscal impact on Department funds of less than $100,000 annually due to staff time required for research and implementation. The MDC uses up-to-date terminology often set by Associated Press Style.
