HB 1470 -- FEES FOR CERTIFICATES

COMMITTEE ACTION: Voted "Do Pass" by the Special Committee to Improve the Care and Well-Being of Young People by a vote of 11 to 0. Voted "Do Pass" by the Rules- Administrative Oversight Committee by a vote of 11 to 1.

This bill requires that no fee shall be collected for birth, death, or marriage certificates requested by the Children's Division or the Division of Youth Services on behalf of a child who has come under the jurisdiction of the juvenile court.

PROPONENTS: Supporters say that administratively, no fees are currently charged for certificates of children in foster care, but this bill would codify the requirement in statute. This bill would remove a hurdle for young people trying to become independent.

Testifying for the bill were Representative Kelley; Missouri Coalition of Children's Agencies; Fosteradopt Connect; Great Circle; Department of Social Services; Kids Win Missouri; and Kate Watson, Office of Child Advocate.

OPPONENTS: There was no opposition voiced to the committee.
