This bill allows any registered voter to vote by absentee ballot without stating a reason. Exceptions to providing address and personal information on absentee ballot forms are made for individuals in the Office of the Secretary of State's address confidentiality program and additional exceptions to ballot notary requirements are provided for specified physically handicapped individuals and caregivers.
