SUMMARY:
House Bill 5167 would amend the Social Welfare Act to provide that an individual who is
pregnant or is within a postpartum period is eligible for medical assistance coverage of a
blood pressure monitor designed for use during pregnancy and fitted to the individual.

House Bill 5168 would amend the Insurance Code to require insurers that deliver, issue
for delivery, or renew a health insurance policy in Michigan to cover a blood pressure
monitor for a pregnant or postpartum insured individual, subject to applicable cost sharing,
including deductible, co-insurance, or co-pay provisions.

FISCAL IMPACT:
House Bill 5167 would incur an upper-bound estimated cost of $2.5 million Gross
($855,300 GF/GP) 1 per year for the Michigan Medicaid program, assuming that every
eligible recipient receives a Medicaid-provided blood pressure monitor. Medicaid
reimbursements for automatic blood pressure monitors are $62.30 2 per monitor, as of July
2023. The number of births financed by Medicaid in Michigan in 2021 totaled 39,585
individuals 3 and was used as a proxy variable for the number of pregnant women that
would be eligible for the Medicaid-provided blood pressure monitors.
House Bill 5168 would not have a fiscal impact on the Department of Insurance and
Financial Services or on other units of state or local government.
