SENATE RESOLUTION NO.70
Senators Cavanagh, Irwin, Moss, McCann, Bayer, Camilleri,
Cherry, Geiss, Polehanki, Santana, Webber, Anthony, Bellino, Brinks,
Chang, Damoose, Hauck, Hertel, Huizenga, Klinefelt, Lauwers, McDonald
Rivet, McMorrow, Outman, Shink, Singh, Victory and Wojno offered the
following resolution:
1 A resolution to designate September 15-October 15, 2023, as
2 Hispanic Heritage Month.
3 Whereas, There has been a long and important presence of
4 Hispanic and Latino Americans in North America and the United
5 States of America; and
6 Whereas, This month represents the anniversary of independence
7 for Chile, Costa Rica, El Salvador, Guatemala, Honduras, Mexico,
8 and Nicaragua; and

1 Whereas, Each year, Americans observe National Hispanic
2 Heritage Month by celebrating the histories, cultures, and
3 contributions of American citizens whose ancestors came from Spain,
4 Mexico, the Caribbean, and Central and South America; and
5 Whereas, The United States recognizes the economic, cultural,
6 and social contributions that Spanish-speaking people have brought
7 to our nation, including the gifts of law, religion, agriculture,
8 art, music, education, technology, architecture, cuisine, theater,
9 and exploration; and
10 Whereas, Throughout our nation's history, time and again,
11 Hispanic-Americans have faithfully defended the principles of
12 freedom and a representative government; and
13 Whereas, Hispanic Heritage Week was approved by President
14 Lyndon Johnson and was expanded by President Ronald Reagan in 1988
15 to cover a 30-day period from September 15 to October 15. It was
16 enacted into law on August 17, 1988, as Public Law 100-402; and
17 Whereas, Michigan is fortunate to count among its population a
18 large concentration of citizens of Spanish and Latin American
19 descent. Those who have lived in this state for generations as well
20 as new residents contribute to our economy and society through
21 their commitment to professions, commerce, family, and the arts;
22 and
23 Whereas, During this month, Michigan's Hispanic-American
24 community celebrates through a series of special programs featuring
25 Hispanic history, food, dance, and art; and
26 Whereas, Hispanic Heritage Month is the period of time in the
27 United States when people recognize the contributions of Hispanic
28 and Latino Americans to the United States and celebrate their
29 varied heritage, background, and culture; now, therefore, be it

1 Resolved by the Senate, That the members of this legislative
2 body designate September 15-October 15, 2023, as Hispanic Heritage
3 Month.
