A bill to designate the month of January of each year as
Cervical Cancer Awareness Month.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. (1) The legislature recognizes the American Cancer
2 Society's cervical cancer estimate for the United States in 2023.
3 The estimate indicates both of the following:
4 (a) Approximately 13,960 new cases of invasive cervical cancer
5 will be diagnosed.
6 (b) Approximately 4,310 women will die from cervical cancer.
7 (2) The legislature recognizes the World Health Organization's

1 cervical cancer information, which indicates all of the following:
2 (a) With an estimated 604,000 new cases and 342,000 deaths in
3 2020, cervical cancer is the fourth most common cancer among women
4 worldwide. Approximately 90% of the new cases and deaths occurred
5 in low- and middle-income countries.
6 (b) HPV 16 and HPV 18 are responsible for nearly 50% of high-
7 grade cervical precancers.
8 (c) HPV is mainly transmitted through sexual contact, and most
9 people are infected with HPV shortly after the onset of sexual
10 activity. More than 90% of the infected population eventually
11 clears the infection.
12 (d) Women living with HIV are 6 times more likely to develop
13 cervical cancer compared to women living without HIV.
14 (e) Vaccination against HPV and the screening and treatment of
15 precancerous lesions are cost-effective ways to help prevent
16 cervical cancer.
17 (f) It is possible to cure cervical cancer if it is diagnosed
18 at an early stage and treated promptly.
19 (3) In recognition of the people that have been affected by
20 cervical cancer and to help raise awareness for cervical cancer
21 prevention, screening, and treatment, the legislature declares that
22 the month of January of each year shall be known as "Cervical
23 Cancer Awareness Month".
24 (4) As used in this section:
25 (a) "HIV" means human immunodeficiency virus.
26 (b) "HPV" means human papillomavirus.
