A bill to amend 1990 PA 211, entitled
"The parental rights restoration act,"
by amending section 7 (MCL 722.907).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Section Sec. 7. (1) A person who intentionally performs an
2 abortion in violation of this act is guilty of a misdemeanor.felony
3 punishable by imprisonment for not more than 4 years or a fine of
4 not more than $10,000.00, or both.
5 (2) A person's failure to obtain either parental consent
6 pursuant to this act or a copy of a waiver granted under section 4

1 before performing an abortion on a minor is prima facie evidence in
2 appropriate civil actions of his or her failure to obtain informed
3 consent to perform the abortion or of his or her interference with
4 family relations. A court shall not construe the law of this state
5 to preclude exemplary damages in a civil action related to
6 violations of this act.
