A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1138a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1138a. (1) By not later than January 1, 2024, the
2 department shall create a purple star program that, at a minimum,
3 meets the requirements under subsection (2).
4 (2) The purple star program created under subsection (1) must
5 include, at a minimum, both of the following:
6 (a) An application process for a public school to apply to

1 receive purple-star-program-school designation.
2 (b) A process for the designation of public schools that, at a
3 minimum, meet the criteria under subsection (3), as purple-star-
4 program schools.
5 (3) A public school that meets at least all of the following
6 qualifies for purple-star-program-school designation under
7 subsection (2):
8 (a) It designates a staff member of the public school as a
9 military liaison. The military liaison described in this
10 subdivision must be charged with, at a minimum, all of the
11 following:
12 (i) Identifying military-connected pupils enrolled in the
13 public school.
14 (ii) Serving as the point of contact between other individuals
15 at the public school and military-connected pupils and their
16 families.
17 (iii) Determining appropriate services available to military-
18 connected pupils.
19 (iv) Assisting in coordinating programs relevant to military-
20 connected pupils.
21 (v) Ensuring that military-connected pupils have access to
22 appropriate counseling, mentoring, volunteering opportunities, and
23 support services.
24 (b) On its website homepage, it maintains an easily accessible
25 web page that includes resources for military-connected pupils and
26 their families that includes at least all of the following
27 information:
28 (i) Information concerning relocation to, enrollment at,
29 registration at, and the transferring of records to the public

1 school.
2 (ii) Information regarding academic planning, course sequences,
3 and advanced classes available at the public school.
4 (iii) Information regarding counseling and other support
5 services available for military-connected pupils enrolled at the
6 public school.
7 (iv) Information concerning the military liaison designated
8 under subdivision (a) and the liaison's duties under that
9 subdivision.
10 (c) Maintains a transition program led by pupils, where
11 appropriate, that assists military-connected pupils in
12 transitioning to the public school.
13 (d) Offers professional development for staff members of the
14 public school on issues related to military-connected pupils. The
15 professional development offered under this subdivision may be
16 provided by a professional educator association in this state.
17 (e) Offers at least 1 of the following initiatives:
18 (i) A resolution showing support for military-connected pupils
19 and their families.
20 (ii) A recognition of a military-connected pupil or the family
21 of a military-connected pupil each month with relevant events
22 connected to this recognition hosted by the public school.
23 (iii) A partnership with a branch of the armed forces that
24 provides opportunities for members of the armed forces to volunteer
25 at the public school, speak at an assembly, or host a field trip
26 sponsored by the public school.
27 (iv) Pupil-driven clubs and groups that show community-family
28 engagement for military-connected pupils and their families.
29 (4) As used in this section:

1 (a) "Armed forces" means the United States Army, Air Force,
2 Navy, Marine Corps, Space Force, or Coast Guard or other military
3 force designated by Congress as a part of the Armed Forces of the
4 United States, including the reserve components. The reserve
5 components include, but are not limited to, the National Guard.
6 (b) "Military-connected pupil" means a pupil enrolled in a
7 school district, intermediate school district, or public school
8 academy who meets either of the following:
9 (i) Is the family member of a current or former member of the
10 armed forces.
11 (ii) Was the family member of an individual who was a member of
12 the armed forces and who was killed in the line of duty.
