HOUSE BILL NO. 6558

A bill to amend 1994 PA 451, entitled

"Natural resources and environmental protection act,"

(MCL 324.101 to 324.90106) by adding section 16309.

the people of the state of michigan enact:

Sec. 16309. (1) The recycling initiative fund is created in the state treasury.

(2) The state treasurer may receive money or other assets from any source for deposit in the fund. The state treasurer shall direct the investment of money in the fund. The state treasurer shall credit interest and earnings from fund investments to the fund.  

(3) The department of environment, Great Lakes, and energy is the administrator of the fund for auditing purposes.

(4) The department of environment, Great Lakes, and energy shall expend money from the fund, on appropriation, only for 1 or more of the following purposes:

(a) To promote the recycling of or reduce the use of disposable containers, packaging, and bags.

(b) For grants to municipalities to increase recycling capacity and participation or for waste reduction.

(c) For administration and enforcement of and public education concerning the polystyrene foam program under this part.

(d) For programs, or grants to municipalities and nonprofit organizations, to clean up litter composed in whole or in part of disposable containers, packaging, or bags.

(e) For programs, or grants to municipalities, universities, or nonprofit organizations, to research recycling and waste reduction.

Enacting section 1. This amendatory act takes effect 90 days after the date it is enacted into law.

Enacting section 2. This amendatory act does not take effect unless Senate Bill No.____ or House Bill No. 6557 (request no. 04019'21 of the 101st Legislature is enacted into law.
