SUMMARY:
House Bill 6206 would amend the Administrative Procedures Act to require the Department
of Licensing and Regulatory Affairs (LARA) to notify the Senate and House in writing within
24 hours after it files an emergency rule with the secretary of state that schedules or reschedules
a substance as a controlled substance following a determination by the director of the
Department of Health and Human Services (DHHS) that such an emergency rule can prevent
or control an imminent danger to the health or lives of individuals in Michigan and a
determination by the administrator that the substance should be scheduled or rescheduled.

FISCAL IMPACT:
House Bill 6206 would have a negligible fiscal impact on the Department of Licensing and
Regulatory Affairs, given the limited number of notices that the department would need to
submit. The bill would not have a fiscal impact on any other units of state or local government.

A representative of the Mackinac Center for Public Policy testified in support of the bill.
