CONTENT

 

The bill would amend the State School Aid Act to eliminate current provisions pertaining to publication of changes to the Department of Education's (MDE's) pupil accounting manual, and to require changes to the pupil accounting and pupil auditing manuals to be transmitted to the chairs of the House of Representatives and Senate committees responsible for education legislation before they took effect. Under the bill, a change to those manuals could not take effect during the school fiscal year in which the changes were made unless they were necessary to effectuate a change in law that took effect during that fiscal year.
