SUMMARY:
House Bill 4657 would amend Chapter 34 (Disability Insurance Policies) of the Insurance Code
to add parent implemented model of intervention to the list of treatments of autism spectrum
disorders (ASDs). The section that would be amended requires Michigan insurers to provide
coverage for the diagnosis and treatment of ASDs and prohibits insurers from imposing certain
limits on coverage.
Treatment of autism spectrum disorder is currently defined in the code as evidence-
based treatment that includes the following care prescribed or ordered for an individual
diagnosed with one of the ASDs by a licensed physician or a licensed psychologist who
determines the care to be medically necessary:
• Behavioral health treatment.
• Pharmacy care.
• Psychiatric care.
• Psychological care.
• Therapeutic care.
Parent implemented model of intervention would be added to that list and would be
defined as an evidence-based model in which parents directly use individualized
intervention practices with their children to increase positive learning opportunities and
the acquisition of important skills, and in which parents learn to implement these
practices in their home or community, or both, through a structured parent training
program. A supervising health professional must regularly review and consider
whether the model is being appropriately applied, whether it is effective, and whether
it continues to be medically necessary. That review and consideration must be done in
person or by use of two-way real-time audiovisual technology.

FISCAL IMPACT:
House Bill 4657 would not have a significant fiscal impact on any unit of state or local
government. The bill would change requirements for insurers, but the bill would not necessitate
any expenditures from the state or local units of government.
