CONTENT

 

The bill would amend the Management and Budget Act to do the following:

 

 --     Specify that Federal funds that must be used for election-related purposes would have to be spent upon appropriations in a budget act, if receiving or spending the funds were dependent upon satisfying certain conditions placed by the Federal government.

 --     Require Federal funds that were not appropriated in a budget act within 90 days after the State or State agency received the funds to be returned to the Federal government.

 

If the State or a State agency received or was eligible to receive Federal funds that would have to be used for election-related purposes, and the Federal funds could be received or expended only after satisfying certain conditions placed by the Federal government, the funds could not be expended upon appropriations in a budget act. If the Federal funds were not appropriated in a budget act within 90 days after the State or State agency received the funds, the funds would have to be returned to the Federal government.
