SUMMARY:
House Bill 4543 would add a new section to 1973 PA 115, the child care licensing act, to
require a child care organization that provides care to infants who are 9 months old or younger
to have available on site and utilize a SIDS (sudden infant death syndrome) prevention monitor
or home apnea monitor that monitors and tracks the breathing and heart rate of sleeping infants
for each infant in its care who is 9 months old or younger.
The bill would take effect 90 days after its enactment.

FISCAL IMPACT:
House Bill 4543 would have no fiscal impact on the Department of Licensing and Regulatory
Affairs and no significant fiscal impact on the Department of Health and Human Services. Any
increased costs would be dependent upon additional administrative expenses that might be
incurred, such as costs for inspecting the new monitors that are required by the bill’s provisions.
