SUMMARY:
House Bill 4529 would amend Part 811 (Off-Road Recreation Vehicles) of the Natural
Resources and Environmental Protection Act (NREPA) to exempt an operator or passenger of
an ORV with four or more wheels from being required to wear a crash helmet or protective
eyewear if the operator has a motorcycle indorsement under the Michigan Vehicle Code.
Currently under NREPA, an individual who is operating or is a passenger on an ORV must
wear a crash helmet and protective eyewear that are approved by the United States Department
of Transportation. However, the act also provides several exemptions to this requirement,
based on specific circumstances. The bill would add to this list the exemption described above.
