Overview
House Bill 4420 (H-4), as amended, contains supplemental appropriation adjustments to various state department budgets for FY
2020-21. The bill appropriates $3.6 billion Gross. Of that, $1.2 billion is from the state's general fund and $2.3 billion is from federal
COVID relief funding that was authorized through the federal Coronavirus Response and Relief Supplemental Appropriations Act in
an effort to support the economic recovery of individuals, families, and businesses struggling with effects of the COVID-19 pandemic.
Appropriation and boilerplate priorities initiated by the legislature and the State Budget Office are identified following this overview.

AGRICULTURE AND RURAL DEVELOPMENT
1. Horse Racing Advisory Commission Gross $125,000
Includes $125,000 from the Agriculture Equine Industry Development Fund for the Horse Racing Restricted 125,000

CORRECTIONS
2. Coronavirus State Fiscal Recovery Funds for County Jails Gross $5,000,000
Includes $5.0 million of federal Coronavirus State Fiscal Recovery Funds to reimburse county jails Federal 5,000,000
for housing offenders at county jails who otherwise would have been transferred to correctional GF/GP $0
facilities if not for Executive Order 2020-170. The order suspended transfers of offenders until all
COVID-related risk reduction and testing protocols were met.
3. Coronavirus Relief Funds for Payroll Costs Gross $0
Includes $573.0 million of federal Coronavirus State Fiscal Recovery Funds and reduces GF/GP Federal 573,000,000
by a like amount. Funding would be allocated to support payroll costs for frontline workers GF/GP ($573,000,000)
throughout the department, but primarily at correctional facilities.
4. Chance For Life Gross $1,000,000
Includes $1.0 million of federal Coronavirus State Fiscal Recovery Funds to provide evidence- Federal 1,000,000
based mentoring, employment soft skills training, and job placement assistance, and to train GF/GP $0
individuals in critical thinking skills, mediation, and conflict resolution. Training would be required
to help support COVID-related changes to the job market, and returning citizens would be taught
how to safely interact with people exposed to the virus.
5. Does v Department of Corrections Settlement Gross $40,000,000
Includes $40.0 million GF/GP for the last two payments agreed to in the Does v Department of GF/GP $40,000,000
Corrections settlement. The case involved approximately 1,300 members that were incarcerated
October 2010 through the date of the settlement, March 2020. The lawsuits claimed a variety of
injuries including sexual assault and harassment, inappropriate use of segregation, and deprivation
of educational and rehabilitative experiences due to the young age of the members. The case
settled for $80.0 million total inclusive of attorney fees and costs. The remaining payments would
be made on October 15, 2021 ($25.0 million) and on October 15, 2022 ($15.0 million).
6. Premium Pay for Frontline Workers Gross $68,550,000

7. Institute of Museum and Library Services Gross $4,171,300

HEALTH AND HUMAN SERVICES
13. Private Child Caring Institutions Residential Rate Increase Gross $4,208,100
Includes $4.2 million Gross ($3.9 million GF/GP) for a residential rate increase to private child Federal 309,600
caring institutions. The $4.2 million would be in addition to the $7.1 million already appropriated in GF/GP $3,898,500
FY 2020-21 for the same purpose (2020 PA 166). Funding would help agencies meet new
residential treatment requirements required in the Qualified Residential Treatment Program
(QRTP) by the federal Family First Prevention Services Act (FFPSA).
14. Federal Minority Health and Community-Based Child Abuse Prevention (CBCAP) Grants Gross $550,000
Includes authorization to receive $450,000 in new federal Minority Health Grant funding and Federal 550,000
$100,000 in CBCAP FY 2021 federal grant funding. GF/GP $0
15. FFPSA Transition Grant Gross $15,622,000

16. Settlement Monitor Contract Increase Gross $110,000
Includes $110,000 Gross ($92,900 GF/GP) for the settlement monitor contract with Public Catalyst Federal 17,100
Group. The federal monitor is responsible for reviewing DHHS compliance with the federal GF/GP $92,900
settlement agreement on reforming the child welfare system.
17. Certified Community Behavioral Health Clinics Demonstration Program Gross $6,555,000
Includes $6.6 million Gross ($1.2 million GF/GP) to establish 14 integrated behavioral and physical Federal 5,330,000
health clinics through a federal CMS demonstration program. Amount would include staffing costs GF/GP $1,225,000
for a Behavioral Health Policy and Operations office to oversee the demonstration program and
assumes the demonstration would begin July 1, 2021.
18. Community Substance Use Disorder Prevention, Education, and Treatment Gross $0
Includes a net $0 reappropriation in order to correct fund sourcing referenced in boilerplate for GF/GP $0
Recovery High School grants and Recovery Community Organization grants.
19. Coronavirus Relief Funds for Payroll Costs Gross $0
Includes $67.5 million of federal Coronavirus State Fiscal Recovery Funds and reduces GF/GP by Federal 67,500,000
a like amount. Funding would be allocated to support payroll costs for frontline workers throughout GF/GP ($67,500,000)
the department.
20. Emergency Medical Services (EMS) Licensure Revenue Gross $300,000
Includes $300,000 of additional restricted revenue available for EMS program expenditure. Funds Restricted 300,000
are from EMS services licensure fees and are used to support the licensure program. GF/GP $0
21. New Federal Laboratory Services Grants Gross $715,000
Recognizes two new federal grants including $315,000 for building infrastructure capacity in public Federal 715,000

22. AIDS Drug Assistance Program Drug Rebate Revenue Gross $9,414,500
