1 Emergency preamble. Whereas, acts and resolves of the Legislature do not
2 become effective until 90 days after adjournment unless enacted as emergencies; and
3 Whereas, it is essential for population growth strategies to be supported in concert
4 with the State's 10-year economic development strategy produced by the Department of
5 Economic and Community Development; and
6 Whereas, applications for a grant that may support these population growth strategies
7 given by the Northern Border Regional Commission for calendar year 2021 are due before
8 the expiration of the 90-day period; and
9 Whereas, without a grant from the Northern Border Regional Commission, certain
10 population growth strategies may not be implemented to the detriment of citizens and
11 regions in the State; and
12 Whereas, in the judgment of the Legislature, these facts create an emergency within
13 the meaning of the Constitution of Maine and require the following legislation as
14 immediately necessary for the preservation of the public peace, health and safety; now,
15 therefore, be it
16 Sec. 1. Department of Economic and Community Development to update
17 its current priorities under the Northern Border Regional Commission's
18 allowable grant requests to include support of population growth strategies
19 around the State in concert with the State's 10-year economic development
20 strategy. Resolved: That, on the effective date of this resolve, the Department of
21 Economic and Community Development shall update its priorities under the Northern
22 Border Regional Commission's allowable grant requests for the State to include support of
23 population growth strategies around the State consistent with or recommended by the
24 State's 10-year economic development strategy produced by the department pursuant to the
25 Maine Revised Statutes, Title 5, section 13056.
26 Emergency clause. In view of the emergency cited in the preamble, this legislation
27 takes effect when approved.
28 SUMMARY
29 This resolve directs the Department of Economic and Community Development to
30 update its priorities under the Northern Border Regional Commission's allowable grant
31 requests for the State to include support of population growth strategies around the State
32 consistent with or recommended by the State's 10-year economic development strategy
33 produced by the department.
