1 Be it enacted by the People of the State of Maine as follows:
2 Sec. 1. 30-A MRSA §109 is enacted to read:
3 §109. Homelessness plan and protocols
4 The county commissioners shall develop a county plan, in consultation and
5 coordination with the Statewide Homeless Council under section 5046, regional homeless
6 councils and the municipalities in the county, to address homelessness within the county
7 and establish protocols to implement the plan. The plan's purpose is to provide guidance
8 to the municipalities and the residents of the municipalities to assist persons suffering from
9 homelessness and to prevent persons from becoming homeless. The plan must detail the
10 issues and nature of homelessness specific to the county, the resources available to address
11 these issues and the steps necessary to further the plan's purpose. The plan must be
12 provided to the municipalities, be published and be made publicly available.
13 SUMMARY
14 This bill requires the county commissioners of each county, in consultation and
15 coordination with the Statewide Homeless Council, regional homeless councils and the
16 municipalities in the county, to develop and implement a plan with protocols to address
17 homelessness within the county.
