4 This bill is a concept draft pursuant to Joint Rule 208.
5 This bill would require the examination of the reasons individuals undertake actions
6 that lead to incarceration and recidivism due to a violation of conditions of release or
7 probation and propose changes, based on the findings of that examination, to reduce
8 incarceration and recidivism due to such a violation.
