1 Be it enacted by the People of the State of Maine as follows:

3 SUMMARY
4 This bill is a concept draft pursuant to Joint Rule 208.
5 This bill proposes to enact measures in response to the Governor's Economic Recovery
6 Committee's recommendations for growing and sustaining Maine's economy. The
7 measures will enhance Maine's production of bioproducts through its agriculture, forestry
8 and fisheries industries working in collaboration with research centers throughout the State
9 and will create commercially viable, next-generation technologies. The measures will also
10 enable the State to leverage its assets in industry, research universities, community colleges
11 and public sector partnerships to adopt innovative, commercially viable technologies and
12 increase workforce development, including the creation of retraining opportunities using
13 the current workforce's skills to encourage Maine residents to stay in Maine instead of
14 taking their skills and knowledge to another state.
