3 SUMMARY
4 This bill is a concept draft pursuant to Joint Rule 208.
5 This bill would establish a council on health systems development that consists of
6 representatives of health systems, including representatives from long-term care, mental
7 health, public health, health care quality and insurance companies and organizations, as
8 well as small and large businesses, and consumers, who would discuss and review health
9 data and make recommendations regarding improving the health systems in the State. The
10 bill would model the council on the Substance Use Disorder Services Commission under
11 the Maine Revised Statutes, Title 5, section 12004-G, subsection 13-C and the repealed
12 Advisory Council on Health Systems Development under the former Maine Revised
13 Statutes, Title 2, section 104.
