1 Be it enacted by the People of the State of Maine as follows:
2 Sec. 1. 20-A MRSA §11614, sub-§2, as amended by PL 2011, c. 642, §3, is further
3 amended to read:
4 2. Minimum amount. It is the intent of the Legislature that grants awarded under this
5 chapter, except as provided in subsections 4, 5 and 6, may not be less than $1,000, except
6 that grants awarded under this chapter, except as provided in subsections 4, 5 and 6, may
7 not be less than $2,500 if sufficient funds are appropriated for this purpose. The authority
8 may establish by rule increased grant amounts for students attending their 2nd, 3rd and 4th
9 years, or the equivalents thereof, at institutions of higher education. Rules adopted pursuant
10 to this subsection are routine technical rules as defined in Title 5, chapter 375, subchapter
11 2-A.
12 Sec. 2. Appropriations and allocations. The following appropriations and
13 allocations are made.

16 Initiative: Provides ongoing funds to the Maine State Grant Program to increase the
17 minimum grant award from $1,000 to $2,500.

18 SUMMARY
23 This bill amends the law to specify that the minimum grant amount under the Maine
24 State Grant Program within the Finance Authority of Maine may not be less than $2,500 if
25 sufficient funds are appropriated for that purpose.
26 The bill provides ongoing funds of $10,000,000 per year beginning in fiscal year 2021-
27 22 to the Maine State Grant Program within the Finance Authority of Maine to increase the
28 minimum grant award from $1,000 to $2,500.
