1 Sec. 1. Pilot project. Resolved: That the Department of Health and Human
2 Services shall establish a pilot project lasting 18 months that allows individuals currently
3 receiving services under rule Chapter 101: MaineCare Benefits Manual, Chapter II, Section
4 19, Home and Community Benefits for the Elderly and Adults with Disabilities, to receive
5 up to $2,000 each in nonmedical transportation services that are specified in the individual's
6 service plan when the individual has no other means of transportation, in addition to
7 currently permissible medical transportation. The department shall provide written notice
8 to these recipients regarding the availability of the pilot project. The department shall
9 submit a report to the joint standing committee of the Legislature having jurisdiction over
10 health and human services matters with an evaluation of the costs and effectiveness of the
11 pilot project and an assessment regarding its long-term viability no later than January 30,
12 2023. The committee may report out legislation based on the report to the First Regular
13 Session of the 131st Legislature.
14 SUMMARY
15 This resolve requires the Department of Health and Human Services to develop a pilot
16 project lasting 18 months that provides nonmedical transportation services to individuals
17 receiving services pursuant to rule Chapter 101: MaineCare Benefits Manual, Chapter II,
18 Section 19, Home and Community Benefits for the Elderly and Adults with Disabilities, in
19 an amount up to $2,000, in addition to currently permissible medical transportation
20 services. The department is required to submit a report regarding the costs, effectiveness
21 and future viability of the pilot project to the joint standing committee of the Legislature
22 having jurisdiction over health and human services matters no later than January 30, 2023.
