A BILL ENTITLED
1 AN ACT concerning
2 Task Force to Review and Update the Maryland Recycling Act
3 FOR the purpose of establishing the Task Force to Review and Update the Maryland
4 Recycling Act; providing for the composition, chair, and staffing of the Task Force;
5 prohibiting a member of the Task Force from receiving certain compensation, but
6 authorizing the reimbursement of certain expenses; requiring the Task Force to
7 study and make recommendations regarding certain matters; requiring the Task
8 Force to report its findings and recommendations to certain committees of the
9 General Assembly on or before a certain date; providing for the termination of this
10 Act; and generally relating to the Task Force to Review and Update the Maryland
11 Recycling Act.
12 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND,
14 (a) There is a Task Force to Review and Update the Maryland Recycling Act.
15 (b) The Task Force consists of the following members:
16 (1) one member of the Senate of Maryland, appointed by the President of
17 the Senate;
18 (2) one member of the House of Delegates, appointed by the Speaker of the
20 (3) the Secretary of the Environment, or the Secretary’s designee; and
21 (4) the following members, appointed by the Secretary of the Environment:
22 (i) one representative of the Maryland Association of Counties;

1 (ii) two representatives of large counties that are geographically
3 (iii) two representatives of small counties that are geographically
5 (iv) one representative of the Maryland Municipal League;
6 (v) two representatives of municipalities;
7 (vi) one representative of the Maryland Recycling Network;
8 (vii) one representative of the Maryland Environmental Service;
9 (viii) one representative of the Commission on Environmental Justice
10 and Sustainable Communities;
11 (ix) one representative of the MD–DC Composting Committee of the
12 U.S. Composting Council;
13 (x) one representative of the Northeast Maryland Waste Disposal
14 Authority; and
15 (xi) one representative of the Maryland Chapter of the National
16 Waste and Recycling Association.
17 (c) The Secretary of the Environment shall designate the chair of the Task Force.
18 (d) The Department of the Environment shall provide staff for the Task Force.
19 (e) A member of the Task Force:
20 (1) may not receive compensation as a member of the Task Force; but
21 (2) is entitled to reimbursement for expenses under the Standard State
22 Travel Regulations, as provided in the State budget.
23 (f) The Task Force shall:
24 (1) review the Maryland Recycling Act; and
25 (2) make recommendations on how to update the Maryland Recycling Act.
26 (g) On or before December 1, 2021, the Task Force shall report its findings and
27 recommendations to the Senate Education, Health, and Environmental Affairs Committee
28 and the House Environment and Transportation Committee, in accordance with § 2–1257
29 of the State Government Article.

1 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July
2 1, 2021. It shall remain effective for a period of 1 year and, at the end of June 30, 2022, this
3 Act, with no further action required by the General Assembly, shall be abrogated and of no
4 further force and effect.
