A BILL ENTITLED
1 AN ACT concerning
2 Prince George’s County Board of Education – Nonstudent Member
3 Compensation and Student Member Scholarship
4 PG 501–21
5 FOR the purpose of altering the amount of compensation of the elected and appointed
6 members of the Prince George’s County Board of Education; requiring that a certain
7 student member be granted a certain scholarship; providing for the application of
8 this Act; and generally relating to the members of the Prince George’s County Board
9 of Education.

20 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND,
21 That the Laws of Maryland read as follows:

1 (a) (1) In this subtitle the following words have the meanings indicated.
2 (2) “Appointed member” means a member of the Prince George’s County
3 Board appointed under subsection (f) of this section.
4 (3) “Elected member” means a member of the Prince George’s County
5 Board elected from one of the nine school board districts described in § 3–1001 of this
6 subtitle.
7 (b) The Prince George’s County Board consists of 14 members as follows:
8 (1) Nine elected members, each of whom resides in a different school board
9 district;
10 (2) Four appointed members; and
11 (3) One student member selected under subsection (g)(2) of this section.

13 (a) (1) (I) [From and after December 4, 2006, at the beginning of each
14 member’s full term] FOR A MEMBER SERVING IN A TERM OF OFFICE BEGINNING
15 BEFORE DECEMBER 1, 2021, the chair of the county board is entitled to receive $19,000
16 annually as compensation and the other elected and appointed members are each entitled
17 to receive $18,000 annually as compensation.
18 (II)
FOR A MEMBER SERVING IN A TERM OF OFFICE BEGINNING
19 ON OR AFTER DECEMBER 1, 2021, THE CHAIR OF THE COUNTY BOARD IS ENTITLED
20 TO RECEIVE $30,000 ANNUALLY AS COMPENSATION AND THE OTHER ELECTED AND
21 APPOINTED MEMBERS ARE EACH ENTITLED TO RECEIVE $25,000 ANNUALLY AS
22 COMPENSATION.
23 (2) Each elected and appointed member of the county board may be
24 provided health insurance and other fringe benefits regularly provided to employees of the
25 Board of Education under the same terms and conditions extended to other employees of
26 the Board of Education.
27 (3) BEGINNING ON OR AFTER DECEMBER 1, 2021, A STUDENT
28 MEMBER WHO COMPLETES A FULL TERM ON THE COUNTY BOARD SHALL BE
29 GRANTED A SCHOLARSHIP OF $5,000 TO BE APPLIED TOWARD THE STUDENT’S
30 HIGHER EDUCATION COSTS.
31 SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III, § 35
32 of the Maryland Constitution, this Act may not be construed to extend or apply to the salary
33 or compensation of the chair and other elected and appointed members of the Prince
34 George’s County Board of Education while serving in a term of office beginning before the

1 effective date of this Act, but the provisions of this Act concerning the salary or
2 compensation of the chair and other elected and appointed members of the Prince George’s
3 County Board of Education shall take effect at the beginning of the next following term of
4 office. This limitation does not apply to an individual appointed or elected after the effective
5 date of this Act to fill out an unexpired term.
6 SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July
7 1, 2021.
