Senate Bill 490 (Senator Beidle, et al.)
Education, Health, and Environmental Affairs Economic Matters
Anne Arundel County - Board of License Commissioners - Chief Inspector
This bill requires the Anne Arundel County Board of License Commissioners to hire a
full-time chief inspector, as specified, and removes the authorization for the board to hire
a part-time chief inspector. The bill takes effect July 1, 2021.
Fiscal Summary
State Effect: None.
Local Effect: Anne Arundel County expenditures increase beginning in FY 2022 by
approximately $36,000, as discussed below. Anne Arundel County revenues are not
affected.
Small Business Effect: None.
Analysis
Current Law: The board is authorized to employ one part-time chief inspector at an
annual salary of $11,000.
Local Fiscal Effect: The bill sets the salary of the full-time chief inspector within
non-represented pay schedule NR-05 in the general county classified schedule. It is
assumed that an employee will be hired at the base salary in the pay schedule. Thus, county
expenditures increase by approximately $35,776 beginning in fiscal 2022, taking into
account the new salary of the full-time chief inspector with additional fringe benefits and
removing the salary of the part-time chief inspector. Future year expenditures increase
slightly to account for cost of living and merit adjustments for the full-time chief inspector.
