Department of Juvenile Services – Deputy Secretaries
This departmental bill authorizes the Secretary of Juvenile Services, with the approval of
the Governor, to appoint one additional deputy secretary as necessary. The bill takes effect
July 1, 2021.
Fiscal Summary
State Effect: The bill does not materially impact the expenditures of the Department of
Juvenile Services (DJS), as discussed below. Revenues are not affected.
Local Effect: None.
Small Business Effect: DJS has determined that this bill has minimal or no impact on
small business (attached). The Department of Legislative Services concurs with this
assessment.
Analysis
Bill Summary/Current Law: Under current law, the Secretary of Juvenile Services, with
the approval of the Governor, may appoint two deputy secretaries as necessary; the bill
authorizes the appointment of three deputy secretaries. Deputy secretaries serve at the
pleasure of the Secretary and are entitled to the compensation provided in the State budget.
Deputy secretaries have the duties provided by law or delegated by the Secretary.
Background: DJS advises that the bill will align deputy secretary positions with the
organizational structure of the department, which is generally comprised of support
services, residential operations, and community operations. The deputy secretary
authorized by the bill will be the Deputy Secretary of Community Operations and charged
with the oversight of all community-based services, programs, and initiatives, including
(1) community detention programs; (2) intake and pre-adjudication interventions;
(3) community supervision and probation services; and (4) equity and reform initiatives,
including youth and family engagement and victim services.
State Fiscal Effect: DJS advises that an employee is currently performing the duties of
the deputy secretary that would be authorized by the bill. Reclassifying the position as a
deputy secretary would result in the employee being subject to the Executive Pay Plan.
Any potential minimal impact in salary expenditures resulting from the reclassification
does not materially affect the finances of DJS.
