Baltimore County - Alcoholic Beverages - Board of License Commissioners -
Qualifications
This bill requires that each member of the Baltimore County Board of License
Commissioners be a resident and voter of Baltimore County. The bill takes effect
July 1, 2021.
Fiscal Summary
State Effect: None.
Local Effect: The bill is not anticipated to materially affect Baltimore County finances or
operations.
Small Business Effect: None.
Analysis
Current Law: The Baltimore County Executive appoints members to the board. The
board is comprised of three members and the term for a member is two years. The terms
of the members are staggered, as required by the terms provided for members of the board
on July 1, 2016. The county executive may remove a member for misconduct in office,
incompetence, or willful neglect of duty.

Prior Introductions: SB 11 of 2020 passed the Senate and was referred to the House
Economic Matters Committee, but no further action was taken.
