     Dorchester County - Alcoholic Beverages - Class C Beer, Wine, and Liquor
                                     License
This bill clarifies that the Dorchester County Board of License Commissioners, not the
Dorchester County Council, is authorized to issue a Class C beer, wine, and liquor (BWL)
license. The bill also authorizes the board to issue a Class C BWL license to a nonprofit
operating at a specified address known as Governors Hall at Sailwinds Park. The bill takes
effect July 1, 2020.

State Effect: None.
Local Effect: The bill is not anticipated to materially affect Dorchester County finances
or operations.
Small Business Effect: None.
                                         Analysis
Current Law/Background:              The Dorchester County Council sits as the
Dorchester County Board of License Commissioners. The board may issue a Class C BWL
license to (1) yacht clubs and country and golf clubs; (2) local units of nationwide veterans’
organizations; and (3) nonprofits and national fraternal organizations meeting specified
criteria. The board may also issue a Class C BWL license to the nonprofit organization
Sailwinds of Cambridge, so long as an individual or group of individuals do not derive
personal profits from the operation of the organization. The annual license fee for a
Class C BWL license is $1,000.
In fiscal 2019, there were nine Class C BWL licenses issued in Dorchester County.
